This item design was devised by Marie of the PS Vita winning team [Oblivion] in the 2013 ARKS Grand Prix* in Japan.
The name Apoptosis comes from the process of programmed cell death inside humans, a method the human body uses to get rid of unneeded or abnormal cells.
Going by the description, it sounds like it has the ability to cause its own kind of apoptosis, if it deems its wielder to be unneeded or abnormal.
* The 2013 ARKS Grand Prix was a tournament to determine the fastest ARKS of Phantasy Star Online 2 in Time Attack for both PC & PS Vita.
